When is certification required?

If you need apostille or legalization, you will sometimes need also certification of document copies by notary or other authorized body. For example, before a diploma or transcripts can be apostilled, the university or school must certify them. Another example is if you need to notarize a signature or copy. Notarized signature must sometimes be first certified by notary licensing body. Only then can a notarized document be apostilled or legalized.
